This position performs complex professional accounting work requiring independent judgment and selection of work methods and procedures. This position performs a variety of tasks listed in the essential functions and may be assigned to different projects, but the nature and scope of the work, specific procedures/processes applied and general knowledge requirements will be comparable. Much of the work is executed on-line, with system edits in place to flag improper entries and facilitate the review process. Job duties require general knowledge of accounting theory, principles, methods and practices. The type of work requires greater depth and breadth of knowledge and analysis applied to researching/validating/processing more complex accounting work. A greater degree of independent judgment/action is required for problem-solving activities.
  • Prepares sales tax returns and payment
  • Administers the various parking programs at the Town
  • Assists in the setup, administration of the parking program software for the various parking programs 
  • Oversees the Capital Project worksheet activities for the Town 
  • Prepare, review, analyze, and submit a variety of complex and/or special reports, reconciliations, work papers, communications, schedules, tables, and/or statements to and from internal departments, financial institutions, and external agencies.
  • Provide support to Town departments by resolving financially related problems and reviewing internal controls.
  • Resolve complex reconciliations and account analysis problems requiring in-depth research.
  • Prepare financial projections and conduct related forecasting for future project needs for the Town.
  • Conduct quantitative analyses of information affecting budgets, expenses, and other financial projects.
  • Prepares financial statement entries that include recurring allocations and correcting adjustments.
  • Maintains positive customer relationships by providing prompt and appropriate responses to inquiries and concerns; follows through with respect to commitments and corrections; provides customer with confirmation of actions taken; refers matters outside personal scope of authority to appropriate individual.
  • Maintains files in a timely and complete manner and ensures that all documentation is filed appropriately and is accessible as required.
  • Processes work in a manner that results in a complete and evident audit trail; prepares comprehensive and accurate documentation of transactions and adjustments.
  • Review transactions, reports and reconciliations prepared by the Accountant I and II
  • Perform special projects as assigned
  • Bachelor’s degree in business/accounting/finance and/or five (5) years related work experience.
  • Requires understanding of accounting practices, including general ledger, trial balances and reconciliations. Must be proficient in data entry within a relational database system, email, spreadsheet, and word processing applications.
  • Microsoft Excel experience within a professional work and/or office environment strongly preferred.
  • Previous governmental accounting experience preferred.
  • Certified Government Finance Officer or similar certification is preferred.
  • Certified Public Accountant is a plus.
  • Knowledge of department related terminology, policies, and procedures, and the ability to interpret them as they relate to the departmental functions.
  • Knowledge of principles and practices of governmental accounting, including trial balance reconciliation, adjusting journals and general ledgers.
  • Comprehensive knowledge of financial statement preparation (i.e., balance sheet, budgetary revenue and expenditure report, open purchase order report).
  • Knowledge of organization, functions, and financial issues of a municipal government, including organizational budget process and fund accounting.
  • Develop and maintain current knowledge of the functionality, operation and application of computer systems sufficient to efficiently and effectively complete work assignments, including the administration of master records/controls of assigned area of responsibility.
  • Ability to establish and maintain effective working relationships with associates, departmental officials, and the general public, both in person and over the phone
  • Ability to perform complex account/bank reconciliations.
  • Ability to comply with documentation standards relative to the assigned accounting function.
